I am not sure on what you mean by "bridge the "digital divide" in project management (Between IT and non - IT sectors )".
If it means IT Industry lack of interest/focus in Project Management, some of the reasons I thought off are,
- Most of the IT projects are executed with a sufficient budget and high profit margins, Cost Control is not an major issue unlike other industry.
- Some of the big IT companies in India is having 30 % excess staff in their resource pool proves the major operational difference between IT and Non IT sectors.
I thing we should emphasize, Project Management is not just a Budget and Schedule control method and also the difference between quality management (CMM, Six sigma ....) and Project Management.

Firstly It can not be true that many IT companies have excess staff as this part of cost very closely being monitored. To the outsiders the visible excess staff actually these professionals are on virtual and/or physical bench awaiting projects and till then more than often these professional are assigned organizational development activities e.g. internal training, process review/improvement etc.
Project Management is very much integral part of Quality Management
